Other bags that may be considered personal items include purses, laptop bags and backpacks, camera bags, totes, and diaper bags. Airlines have strict rules concerning the size of under-seat luggage: if your personal item exceeds an airline’s under-seat dimensions, it will have to be checked or placed in an overhead bin, which may incur fees.

How Do I Pack Underseat Luggage?
